If you put it in `WHERE`, the outer join is filtered back down to an inner join and idle partners disappear. Step 3: After the join, partners with no matching February shipment have all shipment columns set to `NULL`. Step 4: Filter with `WHERE s.shipment_id IS NULL` — the classic anti-join pattern — to keep only those unmatched partners. Step 5: Project `partner_id` and `partner_name`.
